The Victorian Department of Premier and Cabinet is considering creating a small panel of creative agencies to respond rapidly to urgent campaign briefs.
The proposal would see three or four pre-approved suppliers able to deliver initial design ideas within 24 hours, with the aim of halving current turnaround times.
If adopted, the panel would run for two years, with the option of a one-year extension.
A government spokesperson told AdNews the department is still weighing whether the arrangement would offer value.
“The publication of the panel arrangements notes DPC’s intention to explore the option only and is not a guarantee that a panel will be established,” the spokesperson said.
Procurements under the proposed panel would be subject to the state’s procurement rules, including value for money, fair competition and transparency.
Agencies would also need to comply with the Fair Jobs Code, Social Procurement Framework and other statutory obligations.
Documents attached to DPC’s annual procurement plan indicate the value of work through the panel is expected to exceed $100,000.
A complaints mechanism is also outlined in the plan. Suppliers unhappy with the procurement or probity process can raise concerns with the DGS Corporate Procurement Team.
Unresolved complaints may be escalated to the Victorian Government Purchasing Board.
While still in the exploratory stage, the proposal signals a possible shift in how the state government manages its communications needs, towards more agile, pre-qualified supplier panels.
