Tender for Brisbane billboard sites

Queensland's Department of Transport and Main Roads has opened a tender for advertising rights at two Brisbane roadside sites, AdNews can reveal.

The tender offers a 10-year licence to install and manage billboards at the Tora Street overpass at Upper Mount Gravatt and outside Holland Park West Busway Station, following TMR's advance notice of the opportunity in June.

The successful supplier will install two billboards facing opposite directions of traffic on the Tora Street overpass, plus a single sign facing northbound traffic on the Holland Park corridor.

Digital format isn't guaranteed at either site. 

TMR has confirmed the Holland Park sign is a static, non-digital display. Bidders can pitch a conversion to digital, but any such proposal depends on separate planning approvals TMR says it cannot promise will be granted. 

Suppliers pitching digital are on notice to do their own homework on the odds and cost of getting there.

TMR wants one operator across both sites but can split the licence between separate suppliers if it chooses.

Bidders can offer either a flat annual licence fee across the 10 years, or a base fee combined with a share of advertising revenue. The licence also carries no option to renew.

Assessment goes beyond price, weighing supplier experience with outdoor advertising infrastructure, financial capacity, design concepts and commitments to local manufacturing and environmental outcomes under state procurement policy.

Suppliers submitting a standard offer must assume none of the existing advertising infrastructure at either site is available for reuse, and price accordingly. 

Operators wanting to reuse what's already there, the substructure or monopole, for example, have to submit it as a separate alternative offer, spelling out what they'd reuse, the assumptions behind it and the risks involved, priced apart from the standard bid.

Tenders are due by August 24 after a round of supplier clarifications. 

TMR expects to finish evaluating by mid-September, with a contract start pencilled in for late October.
