LGA Procurement is seeking agencies to join a new marketing, communications and creative services panel that will be available to 68 South Australian councils and other local government entities, AdNews can reveal.

The tender covers five categories: marketing and advertising; creative services and video production; digital and web; communications and community engagement; and event management.

Agencies can bid for individual categories or the full panel, and can nominate specific regions rather than offering services across the whole state.

The panel will operate from November 1, 2026, to October 31, 2029, with LGA Procurement holding options to extend the arrangement twice for two years, giving it a potential seven-year term.

Suppliers will pay LGA Procurement a 1.5% management fee on work invoiced through the panel, which must be incorporated into supplier rates.

Agencies will also pay a $500 fee to join the panel.

The arrangement is non-mandatory, meaning councils can use the panel for relevant work or run their own procurement processes.

One condition of the tender puts restrictions on how suppliers can use client work in relation to artificial intelligence.

Suppliers cannot use client deliverables, including footage, imagery and campaign concepts, to train AI models without written approval.

The agreement also restricts suppliers from using client work in their own portfolios or awards entries without permission.

LGA Procurement expects to notify successful suppliers in September, with contracts due to be executed in October.

The tender submissions window closes at 2pm on September 1.
